Chandigarh: Justice H.S. Sidhu today issued contempt notice to Vinny Mahajan, Principal Secretary, Health and Family Welfare, Punjab for 21.5.2015 on a contempt petition filed by Advocate H.C. Arora.
Advocate H.C. Arora has stated in the Contempt Petition, “I have filed a CWP (PIL) No. 15919 of 2014 (H.C. Arora versus State of Punjab and others), inter-alia, for seeking the issuance of directions to the State of Punjab to evolve some comprehensive policy for de-addiction of the drug victims (drug addicts) by involving all the three well known systems of treatment, namely Allopathic, Homoeopathic and Ayurveda. The petitioner had further prayed that the State of Punjab be directed to evolve comprehensive policy for rehabilitation of the drug victims (drug addicts) on the ground that such policy for the rehabilitation of the drug addicts is quite essential as a long-term measure for eradication of the menace of drugs. The petitioner further prayed that the State of Punjab be further directed to involve Private Drug De-addiction and Rehabilitation Centers, for extending free treatment to the drug addicts at Private De-addiction Centers, subject to specified monetary limits. It was further prayed that the State of Punjab be directed to incorporate the subject of “harmful effects of drugs” in the syllabus of Middle and Higher Secondary Schools for educating the students against use of drugs.”
“Petitioner, who appeared in person, submitted that above PIL was disposed of by the on HC by directing the Principal Secretary, Health and Family Welfare, Punjab vide order dated 12.8.2014 to look into the 3 representations (Annexure P-5 to P-7) filed by the petitioner and take appropriate steps in accordance with law expeditiously, preferably within a period of four months from the date of receipt of certified copy of the order. The order be communicated to the petitioner. In case the respondent requires assistance from the petitioner then he may call the petitioner.”
“Petitioner, who appeared in person, argued that Ms. Vinny Mahajn, Principal Secretary, Health and Family Welfare, Punjab has neither asked the petitioner to appear before her for assisting her, nor had decided his 3 representations so far, thereby committing contempt of the directions issued by the HC.”
